Minutes of the Annual General Meeting of the 2012/2013 Parish Council
held at 7.30 pm on Tuesday 15th May 2012

1. APOLOGIES FOR ABSENCE

There were apologies for absence from Liam Higgins and John Holdich (Ward Councillor).

2. DECLARATIONS OF INTEREST

There were no declarations of interest.

3. ELECTION OF PARISH COUNCIL VICE CHAIRMAN AND REPRESENTATIVES

i. Vice Chairman

4. PUBLIC PARTICIPATION

The Members of the Public raised the following issues:-

• Concerns about a Planning Application for change of use of existing office, two reception rooms and four bedrooms in connection with the owner’s business of small group motivational and relaxation therapy at Thornleigh House (the Parish Council will request that the Planning Application is discussed by the Planning Committee)

• Speeding in the Village (the Parish Council are still awaiting the results of the repeated traffic survey but will chase this up with PCC)

• Lack of Grass Cutting (the Clerk will request that Brian Rowcroft, PCC meets with the Chairman to undertake an inspection of the village to look at this and other highway issues)

• Village Envelope (the residents concerned will contact the Strategic Planning Department to ascertain why their property is not included in the Village Envelope)

• It was noted that cars are being parked on the grass verge outside St Andrew’s Church and this is churning up the grass. The Clerk will contact the Parochial Church Council and request that the bell ringers and congregants are encouraged to park elsewhere and that a “No Parking” sign is put up on the Church Wall

5. MINUTES of the Sixth Meeting of the 2011/2012 Parish Council held on Tuesday 13th March 2012 were reviewed, approved and signed by the Chairman.

6. MATTERS ARISING

i) Home Farm Matters

There were no additional Home Farm Matters to discuss other than the matter discussed under 4. Public Participation.

ii) Royal Diamond Jubilee

Brian Watts reported that the arrangements for this event are going well and 160 tickets had already been sold. The Clerk will check the Parish Council’s Insurance Policy to confirm that the event is covered by Public Liability Insurance. The Clerk will inform Cambs Police.

iii) Speeding in the Village

This was discussed under 4. Public Participation

7. CORRESPONDENCE

• PCC – Granting of Planning Permission for Planning Application 12/00207 – Construction of 4 bedroomed dwelling and replacement double garage to include demolition of existing double garage at Seven Summers, Russell Hill, Thornhaugh (Noted)

• PCC – Planning Application 12/00655 – Change of use of existing office, two reception rooms and two bedrooms in connection with the owner’s business of small group motivational and relaxation therapy at Thornleigh House, Leicester Road, Thornhaugh (Discussed under Public Participation)

8. FINANCE

i) Statement and Bank Reconciliation at 31st March 2012 was reviewed and approved as presented

9. ADJOURNMENT

It was reported that there is flooding in the dip on the A47. Ian Molesworth offered to clean out the silt that has built up so that the water can flow more freely.

It was reported that there is no Thornhaugh road-sign on the A1 southbound following the completion of the recent closure of the gap. The Clerk will inform the Highways Division.

10. DATE OF NEXT MEETING

The Inaugural Meeting of the 2012/2013 Council will take place on Tuesday 17th July 2012 at 7.00 pm on in St Andrew’s Church.

11. CLOSURE

There being no further business to discuss, the Chairman closed the meeting at 8.25 pm
