Minutes of the Second Meeting of the 2013/2014 Parish Council held at 7.00 pm on Wednesday 20th November 2013 in St Andrew’s Church, Thornhaugh

1. APOLOGIES FOR ABSENCE

There were no apologies for absence.

2. DECLARATIONS OF INTEREST

There were no Declarations of Interest in any items on the Agenda.

3. PUBLIC PARTICIPATION

The Member of the Public did not have any issues to raise.

4. MINUTES of the First Meeting of the 2013/2014 Parish Council held on Wednesday 11th September 2013 were reviewed, approved and signed by the Chairman.

5. MATTERS ARISING

i) Home Farm Matters

Martin Witherington had met with the PCC Planning Department regarding the Planning Applications to vary Condition 11 at Cooks Hole which would extend the permitted operating hours from 6.00 pm to 7.00 pm. He stated he planned to discuss this with the residents of Home Farm.

ii) Village Sign

Brian Watts stated that Glyn Mould had apologised for the delay with the Village Sign but confirmed it will be completed by the end of November. Brian will inform the Parish Councillors when it is ready to be installed.

iii) Time Capsule and 60th Anniversary of Queen’s Coronation Celebrations

Ian Molesworth agreed to look into the purchase of a suitable Time Capsule.

iv) Website

It was agreed to include a link to Thornhaugh Environmental Association on the Parish Council Website. It was agreed to include the Parish Council’s Website Address in Living Villages report.

v) Speeding in the Village/Speed Limit

A meeting had taken place on 20th September 2013 in the village with Peter Tebb, PCC and three Parish Councillors. It had been agreed that the 30 mph limit will be reduced to 20 mph and there will be a 40 mph limit up Russell Hill to the junction with the A47 (subject to Diane Lamb’s Speed Reduction Working Party). The Clerk was asked to obtain an update on when this will happen.

vi) Benches in the Woods

The remaining two benches will be installed on 30th November 2013. They will be sited at Sacrewell and Home Farm.

vii) Footpath Bridge

The Clerk was asked to obtain an update for the proposed construction of a permanent bridge where the old culvert used to be on the south east corner of Abbot’s Wood.

viii) Hole in the road on the A47

The Clerk was asked to obtain an update on the repair work that needs to be undertaken on the hole in the road on the A47 at Home Farm.

7. FINANCE

i) Statement and Bank Reconciliation at 31st October 2013 was reviewed and approved as presented

8. NOTIFIED ITEMS FOR DISCUSSION

i) Dangerous Trees in Thornhaugh

The dangerous trees have now been dealt with. The Clerk will thank Mr Adderley.

ii) Leaking Water on Russell Hill

The drain/inspection cover opposite St Andrew’s Church on Russell Hill is leaking water. The Clerk will report this to Anglian Water.

iii) RAF Wittering Christmas Party

The RAF Wittering Christmas Party will take place on Tuesday 3rd December 2013. The following Senior Citizens will attend:- Mr Hardie, Mrs Mallett & Partner, Mr & Mrs Wade and Mr Witherington.

9. ADJOURNMENT

Brian Watts reported on the event held at Sacrewell Farm & Country Centre to celebrate the successful bid to restore the 18th Century Watermill from the Lottery Heritage Fund.

Martin Withering reported that he and Mr Hardie would be attending the next Augean Liaison Meeting.

Liam Higgins suggested that the Grit Bins should be checked to ensure they were full in readiness for the winter weather.

10. DATE OF NEXT MEETING

The Third Meeting of the 2013/2014 Council will take place at 7.00 pm on 15th January 2014 in St Andrew’s Church.

11. CLOSURE

There being no further business to discuss, the Chairman closed the meeting at 8.00 pm
