Minutes of the Third Meeting of the 2012/2013 Parish Council
held at 7.00 pm on Tuesday 4th December 2012
In St Andrew’s Church

1. APOLOGIES FOR ABSENCE

There were apologies for absence from Ian Molesworth and Brian Watts.

2. DECLARATIONS OF INTEREST

There were no Declarations of Interest in any items on the Agenda.

3. PUBLIC PARTICIPATION

Mr R Reeve introduced himself as the Thornhaugh Representative on the Thornhaugh & Wansford Burial Ground Committee. He stated that part of the wall around the church has fallen down but this is being dealt with. He had discovered that there appears to be no plan of the Burial Ground but is looking into this. He felt that the Burial Ground is well maintained by the current contractor.

4. MINUTES

of the Second Meeting of the 2012/2013 Parish Council held on Tuesday 9th October 2012 were reviewed, approved and signed by the Chairman.

5. MATTERS ARISING

i) Home Farm Matters

Martin Witherington confirmed that the problem with the lighting at the quarry has been resolved. He said that John Gough would like to attend a future Parish Council Meeting to update the Parish Councillors on current and future works at the quarry.

ii) Speeding in the Village

Following a site visit, Clair George, PCC Road Safety Officer had confirmed that PCC were prepared to paint a “Slow” marking on the road at the Pedestrian Warning Sign at the entrance to the village and to move the 30 mph sign moved back 100 m and this work should be completed by the end of 2012.

iii) Village Sign

As Brian Watts was not present, it was agreed to discuss this at the next Meeting. Liam Higgins indicated that Thornhaugh Environmental Association will be willing to providing some funding for this.

iv) Thornhaugh Sign on A1 Southbound

It was agreed that there would be no further action on this issue.

6. CORRESPONDENCE

7. FINANCE

i) Statement and Bank Reconciliation at 30th November 2012 was reviewed and approved as presented

It was noted that the Precept will be discussed and set at the next meeting. The Parish Councillors were asked to consider any additional expenditure in the village in 2013-2014. Martin Witherington stated that he would like the Parish Council to consider purchasing additional seats on the footpaths.

ADOURNMENT

A lengthy discussion took place regarding the Parish Council’s response to Planning Applications. It was agreed that in future all Planning Applications will be discussed at a Parish Council Meeting. The Parish Council meets on alternative months so if a Planning Application is received between meetings, a request will be made for an extension of the date that comments are due and if this is not possible an additional meeting will be held. It was agreed that it is important to make site visits before discussing Planning Applications. The Clerk will obtain guidelines on how to deal with Planning Applications from CPALC.

Liam Higgins asked when the very overgrown hedges on the right hand-side of Russell Hill towards the junction of the A47 will be cut back. He was informed that Matthew, Head Groundsman at Thornhaugh Hall had confirmed that this work has been contracted out and will be done soon.

9. DATE OF NEXT MEETING

The Fourth Meeting of the 2012/2013 Council will take place on Tuesday 8th January 2013 at 7.00 pm on in St Andrew’s Church.

10. CLOSURE

There being no further business to discuss, the Chairman closed the meeting at 8.45 pm
